Cooper says that democracy has been a key theme of Biden's State of the Union addresses since Russia's invasion of Ukraine in 2022. "He's often said that America needs to prove itself as a democracy, prove democracy can work. He's also using this as a message to say that democracy is at risk under Donald Trump."
